💡 What: scripts/ci/noema_review_gate.py 내의 scrub_sensitive_data 함수에서 사용되던 7개의 민감 정보 마스킹 정규 표현식을 모듈 레벨에서 미리 컴파일(re.compile)하도록 변경했습니다. 기존 인라인 코멘트 외에 ⚡ Bolt의 의도(성능 향상)를 설명하는 코멘트도 추가했습니다.
